Earlier this week, I considered writing about the implications of the Trump administration’s repeal of the Biden executive order on AI, particularly the removal of requirements for labs to report dangerous AI capabilities to the government. However, two more significant stories emerged—one economic and one technical—that overshadowed this topic.

### **Stargate: A $500 Billion Bet on AI Infrastructure**

The economic story centers on **Stargate**, a massive $500 billion initiative announced by OpenAI co-founder Sam Altman in collaboration with companies like Oracle and SoftBank. The project aims to build new AI infrastructure, including data centers and the power plants needed to support them. This staggering investment immediately sparked debate.

First, Elon Musk publicly questioned whether OpenAI actually has the funds for such a project, to which Microsoft CEO Satya Nadella responded, “I’m good for my $80 billion,” referencing Microsoft’s significant stake in OpenAI. Second, OpenAI’s claim that Stargate will “create hundreds of thousands of American jobs” was met with skepticism. Critics argue that the project’s success hinges on OpenAI developing AI systems capable of performing most human-computer-based tasks, which would likely lead to job displacement rather than creation.

Historically, mass automation—such as during the Industrial Revolution—has had mixed economic impacts. While some believe automation could ultimately benefit society, the lack of a clear plan to ensure democratic accountability, oversight, and equitable distribution of benefits raises concerns. Without such safeguards, the prospect of widespread automation is more alarming than inspiring. Framing Stargate as a jobs program seems disingenuous, especially when its underlying goal appears to be replacing human labor with AI.

### **DeepSeek’s Breakthrough: Reinforcement Learning Advances**

On the technical front, Chinese AI startup **DeepSeek** made waves with the release of **DeepSeek r1**, a model positioned as a competitor to OpenAI’s offerings. What sets r1 apart is its use of **reinforcement learning from AI feedback (RLAIF)**, a technique that diverges from the traditional **reinforcement learning from human feedback (RLHF)** used by most major labs.

RLHF relies on human raters to evaluate AI responses and train models to prioritize high-quality answers. In contrast, RLAIF allows AI systems to generate and solve their own problems, learning from the solutions to improve iteratively. This approach, reminiscent of how DeepMind’s AlphaZero mastered games like chess and Go, enables AI to perform tasks more efficiently over time.

DeepSeek’s progress in this area is significant because it suggests that AI systems can now rapidly and cost-effectively perform tasks they previously accomplished only slowly and expensively. This breakthrough could lead to dramatic improvements in AI capabilities across various sectors, far beyond gaming. Additionally, the fact that this advancement comes from a Chinese company highlights the intensifying geopolitical race in AI development, with China rapidly closing the gap with U.S. leaders like OpenAI.

### **The Broader Implications: Society’s Readiness for AI**

As we move into 2025, the development of powerful AI systems seems inevitable. The real question is whether society is prepared to handle the ethical, legal, and economic challenges they will bring. For instance:

- **Accountability for AI Actions:** As AI systems gain autonomy, how will we hold their creators accountable for serious errors or crimes?  

- **Regulatory Oversight:** Will governments step in to enforce laws, such as nonprofit regulations, if companies like OpenAI prioritize profit over public interest?  

- **Equitable Distribution of Benefits:** How can we ensure that the gains from AI advancements are shared broadly rather than concentrated among a few corporations?

These questions underscore the need for proactive governance and public engagement. While many are fatigued by the constant stream of AI news and underwhelmed by current AI products, the stakes are too high to disengage. The decisions made in the coming years will shape the future of work, governance, and societal well-being.

The AI landscape is evolving quickly, with economic investments like Stargate and technical breakthroughs like DeepSeek r1 driving the conversation. While these developments hold immense potential, they pose significant risks if not managed responsibly. As we approach 2025, the focus must shift from merely developing AI systems to ensuring they are deployed in ways that benefit humanity. If AI makes you uneasy, now is the time to demand action—not to tune out.
